ПРИЧИНИ ТА НАСЛІДКИ

Анотація

Стаття присвячена дослідженню еволюції виборчої сис-
теми Польщі. З’ясовано, що особливим елементом такої
еволюції є механічний ефект, який відображається в засто-
суванні дискримінаційних виборчих квот відносно малих
партій. Водночас застосування пропорційної виборчої сис-
теми в останніх чотирьох виборчих циклах із використан-
ням виборчої квоти Д’Онта сприяли витісненню з парла-
менту мало впливових партій, що, у свою чергу, призвело
до штучного укрупнення основних політичних акторів і як
наслідок – до стабільного функціонування парламенту.

The article deals with the evolution of the electoral sys-
tem of the Republic of Poland. It was identified that mechan-
ical effect plays special role in the Polish electoral system.
It is reflected by the use of discriminatory electoral quotas
to displace small parties. On the other hand, the application
of the proportional representation system in the past four
election cycles using D’Hont electoral quotas contributed to
the displacement of non-influential parties, which led to ar-
tificial enlargement of the main political actors and, conse-
quently, to stable functioning of the Parliament.
